# Insights Portal

> Cross-district analytics workbench with equity analysis, trend tracking, district scorecards, and AI-generated data stories.

## Who Is This For?

Data analysts, urban planners, equity officers, and data-driven decision makers who want to explore Montgomery's civic data across districts and dimensions. The Insights Portal is an analytics workbench for uncovering patterns, identifying disparities, and generating narrative insights.

## Five Tabs

The Insights Portal organizes its analysis across five tabs:

### Overview

A high-level summary of city-wide metrics with key indicators across all service areas. The overview provides a starting point for deeper analysis in the other tabs.

### Equity

Equity analysis comparing service delivery across Montgomery's 9 council districts:

* **Service distribution metrics** — Are 311 responses, code enforcement, and infrastructure investments equitably distributed?
* **Per-capita comparisons** — Normalize metrics by population to identify true disparities
* **Gap identification** — Highlight districts that are over- or under-served relative to need

### Trends

Metric trending over time with interactive controls:

* **Toggle metrics on and off** to compare different data series
* **View quarter-over-quarter and year-over-year changes**
* **Identify seasonal patterns** in 311 requests, permits, and violations

### Districts

Individual district scorecards with detailed breakdowns:

* **Select any district** to see its full service profile
* **Comparative ranking** — How each district performs relative to city averages
* **Key metrics** — 311 requests, code violations, permits, infrastructure status

### Stories

AI-generated narrative data stories that turn numbers into insights:

* **Automated narratives** — The AI analyzes data patterns and writes plain-English summaries
* **Thematic stories** — Focus on equity, service delivery, economic development, or public safety
* **Shareable format** — Stories are structured for easy inclusion in reports and presentations

  The Insights Portal is designed for exploration. Start broad with the Overview tab, then drill into Equity or Districts based on what catches your eye. Use the Stories tab when you need to communicate findings to non-technical stakeholders.
